Stratus Consulting provided business case evaluations to support development of a master plan for the production and use of recycled water in the Yuba City, Marysville, and Linda County region of California.  Stratus Consulting supported master plan development by providing economic and financial analyses for all project options considered in the plan. The economic analysis included the full range of benefits and costs associated with the recycled water projects, which includes benefits and costs to both the utilities and to their stakeholders. The financial analysis focused only on the benefits and costs that ultimately will affect water rates charged to customers by the agencies.
